Phishing is constantly identified as a real and persistent security threat. The specific targeting of key personnel is becoming more prevalent in these attacks but educating users has shown to be effective in reducing an organisation’s risk from people falling victim to a phishing attack. Jisc Services Limited would like to establish a single supplier framework agreement for the purchase of simulated phishing and associated training services. The framework will run for up to four years on a 2 + 1 + 1 basis, subject to performance review. The service will allow for both the development and sending of simulated phishing communications and the associated training provision. The service will be scalable from a small organisation such as a specialist college to larger universities and research councils. Research and education organisations provide network and IT services to a wide variety of cohorts including both staff and students, therefore, any simulated phishing services will need to be able to scale to meet the diversity and number of users. The scope of the framework covers purchases by JSL, Jisc and its members. It also covers purchases by Higher Education institutions, Further Education and Specialist Colleges and Research Council establishments in the UK, and by any other organisations connected to the Janet network, including Local Authorities, Regional Broadband Consortia, or other bodies whose core purpose is the support or advancement of further or higher education or of research.
