The Council has commissioned consultants to write a new City Employment and Skills Plan (CESP) for the City. The new City Employment & Skills Plan 2016 - 2020 will have a particular focus upon actions which aim to eliminate long term unemployment in the city as well as new apprenticeship opportunities. A key element of the new CESP will be exploring ways to support those who are marginalised from the labour market. This will focus on a number of areas include mitigating the impact of welfare reform and helping those who are affected by welfare changes to get closer to the workplace. This may be achieved through the individuals getting training, an apprenticeship, traineeship, work placement and/or education. It will explore how those marginalised from the labour market can access employment and better jobs through a number of pathways including pre- employment training, staying in work and in-work progression
