An experienced horse recovery expert/s are required to recover horses found loose on the public highway. The recovered horse/s must be transported to a secure location and dealt with in line with the Forces current procedure. Once detained by the Contractor, the horse shall only be the responsibility of the Authority for a maximum of 21 days, within which time attempts will be made to identify the owner of the horse. Where the horse’s owner cannot be found, the Authority will only be liable for the costs of medical or other services that are necessary for the horse’s wellbeing within the initial 21-day (maximum) period. Proof of expenditure will be required to authorise payments such as supply of an invoice from Veterinary practices which must provide detail of the horse and procedure, or items utilised. After the initial 21-day period has lapsed, the ownership of the horse shall be transferred to the contractor and all incumbent fees associated with it shall be at the cost of the Contractor. In exceptional circumstances and where no owner can be identified there may be a requirement to destroy a horse; this is to be carried out in a humane manner. It is a requirement to provide the necessary paperwork to the Force when a horse is destroyed. The preferred procedure is to rehome the animal, and this should only be carried out through the National Equine Welfare Council.
