Rapid evidence reviews undertaken by Merseyside OPCC during 2014 identified that children and young people have often been referred to as the hidden or forgotten victims of domestic violence. In recent years however, recognition that children and young people are impacted upon by domestic violence has spread, and policy and practice has begun to develop accordingly. There is a wealth of information detailing the life course impacts of witnessing or experiencing domestic violence on children and young people. Commissioned services will be expected to work in partnership with multiple agencies, adopting a co-operative and collaborative approach to service provision and ensuring information is shared appropriately to best meet the needs of victims. Similarly, commissioned services will be expected to work proactively in order to obtain and manage referrals, to ensure primarily that victim need is met and that value for money is demonstrated throughout the length of the contract.
